Preheat the oven to 425 degrees. Coat a large rimmed baking sheet with cooking spray.
Combine the cheese, Panko, lemon peel and 1 tablespoon of the olive oil in a shallow bowl. Toss the zucchini in a large bowl with the remaining 1/2 tablespoon olive oil and half of the garlic.
Working in small amounts, toss the zucchini in the cheese mixture, pressing to coat and place in a single layer on the baking sheet. Bake for 10 to 12 minutes or until golden brown.
Meanwhile, combine the sour cream, mayonnaise, remaining garlic, lemon juice and crushed red pepper in small bowl; serve with the zucchini fries.
