Heat the oven to 350 degrees. Grease a 13x9-inch baking pan.
In a large bowl, beat the oil, sugar and brown sugar with an electric mixer on medium speed until smooth. Beat in the egg, ½ cup sour cream and molasses until smooth. Add the flour, baking soda, cinnamon, ginger, nutmeg, and cloves. Beat on low speed until mixed. Beat on medium speed until creamy. Spread in the pan.
Bake for 25 to 30 minutes or until a toothpick inserted in the center comes out clean. Cool completely (about 1 hour).
In a medium bowl, beat the powdered sugar, butter and ¼ cup sour cream on low speed until mixed. Beat on medium speed until smooth and creamy.
Spread on the cooled bars. Top with the sprinkles. Cut into bars and serve.
