Cut the meat into 1-inch cubes; salt and pepper to taste.
Spray an oven-proof Dutch oven, with a lid, with nonstick cooking spray. Add oil to the pan on the stovetop. Brown the meat in the oil. Add the chopped onions and bell peppers to beef and sauté lightly. Then add the beef consume and the drained mushrooms to the meat mixture. Cover the Dutch oven and bake at 350 degrees for 30 minutes.
Mix the water and the flour; stir into the beef mixture. Bake for an additional 15 minutes.
Remove the Dutch oven from the oven. Stir in the sour cream until incorporated. Serve over cooked rice or noodles.
