Combine the white baking chips and heavy cream in a small microwave-safe bowl. Microwave on high for 30 seconds; stir. Continue to microwave, stirring every 10 seconds, until almost melted. Stir until melted and smooth. Combine the cottage cheese, cream cheese and melted white baking chips in a food processor; pulse until smooth. Spoon filling into phyllo shells; garnish with fresh berries. Refrigerate until ready to serve. Sprinkle with the powdered sugar right before serving.
